PHILIPPINES DOTR READIES BIDDING FOR 9 AIRPORT CONTRACTS

The Philippines Department of Transportation (DOTr) is bidding out the contracts, valued at P2.5 billion, for the rehabilitation and expansion of nine airport projects, including the Sangley Airport Development Project (SADP), this year.

According to DOTr’s annual procurement plan for 2021, the aviation sector is conducting a bidding for additional works of the existing SADP which include building works, reclamation and site development for P470 million.

DOTr targets to issue the notice of award and sign the contract with the winning bidder within the year.

Sangley airport, formerly a US Naval facility located at Sangley Point in Cavite, was inaugurated in February 2020 after completing the first phase of development that includes construction of a passenger terminal building (PTB), hangars, other landside support facilities, and runway rehabilitation.

SADP, one of the key projects of the Duterte administration’s “Build, Build, Build” program, is designed to cater to general aviation and cargo operations, and is aimed at helping decongest air traffic at Ninoy Aquino International Airport.

DOTr intends to further develop Sangley airport, even as the provincial government of Cavite

is pushing for the rebidding of the $10-billion Sangley Point International Airport project, after the negotiations with tycoon Lucio Tan’s MacroAsia Corp. and China Communications Construction Co. Ltd. was terminated last January.

Other airport projects scheduled for bidding this year are the Laoag International Airport improvement of exit of drainage canals, access road perimeter fence and site development at the airside area for P128 million; Marinduque airport extension of runway and strip grade correction for P200 million; Antique airport runway extension and widening for P100 million; and Ormoc airport runway widening and control tower construction for P200 million.

DOTr will also hold biddings for two separate projects of the Zamboanga International Airport: the repair of its runway for P115 million, and the rehabilitation of its PTB and runway strip grade correction for P80 million.

Likewise, DOTr will bid out the contracts for the Central Mindanao PTB rehabilitation and construction of power house for P33 million, General Santos International Airport’s PTB rehabilitation for P100 million, and the construction of Bukidnon airport’s landing area and PTB for P1.05 billion.

These projects will be financed through government fund. The government is schedule to issue the notice of award and sign the contracts with the winning bidders within the year, according to DOTr.
