The Civil Aviation Authority of the Philippines reports that the Daniel Z. Romualdez (DZR) Airport will become an international airport by 2025. CAAP Eastern Visayas Area Manager Danilo Abarreta says that with the support of the national government and available funds, the airport should be able to transition from being a major domestic airport to an international airport. The first phase of the construction of the new passenger terminal building is almost 50% complete. The second phase is also set to begin early this year.

The Department of Budget and Management earlier announced that the funding of PHP1.42 billion for the complete building construction will be released in 2023. The budget includes acquiring 131,539 square metres of lot to expand the runway's length to 2.5 kilometres. DZR was ranked the 7th busiest airport in the Philippines as of September 2022.
